Approvals & Certifications

We Handle Every Approval — So You Don't Have To

HOA submissions, building permits, Miami-Dade NOA certifications — All Phase manages the entire approvals process from start to finish. You sign once and we take it from there.

Three Approvals. Zero Headaches.

Most homeowners don't realize that installing impact windows and doors involves up to three separate approval processes: product certification (NOA), HOA approval, and a building permit. Each has its own paperwork, timelines, and requirements. All Phase handles all three in-house — you never have to call a building department, prepare an HOA package, or track down product documentation yourself.

Product Certification

Miami-Dade NOA Approved Products

Every product we install carries a Miami-Dade Notice of Acceptance (NOA) — the most rigorous impact resistance certification in the country. Miami-Dade County's testing standards exceed Florida Building Code requirements, which is why NOA approval is recognized statewide and accepted by every building department and insurance company in Florida.

What NOA means

A Notice of Acceptance certifies that a product has passed Miami-Dade County's independent laboratory testing for wind load, water infiltration, and impact resistance. It is not a manufacturer claim — it is a government-issued certification.

Why it matters for your home

Insurance companies require NOA-approved products to grant hurricane protection discounts. Building departments require NOA documentation before issuing a permit. Without it, your installation cannot be permitted or insured.

What we provide

We supply complete NOA documentation for every product we install — including the NOA number, test report, and installation instructions — as part of our standard permit package. You never have to source this yourself.

HOA Approval

We Prepare and Submit Your HOA Package

If you live in a community governed by a homeowners association, you'll need HOA approval before installation begins. All Phase prepares the complete submission package and handles all follow-up with your HOA — you just sign the authorization.

What We Submit to Your HOA

  • Product specification sheets with dimensions and finishes
  • Miami-Dade NOA documentation
  • Color and finish samples matching your selection
  • Architectural drawings if required by your community
  • Any HOA-specific forms or applications

Typical HOA Timeline

Most HOA approvals come back within 2–4 weeks. Some communities with active boards respond faster; others with quarterly meetings may take longer. We track your submission and follow up directly with your HOA so you don't have to monitor it.

Building Permit

We Pull the Permit — Start to Finish

Florida law requires a building permit for all impact window and door installations. All Phase is a licensed contractor and pulls every permit in-house. We prepare the application, submit it to your local building department, track its progress, and coordinate the final inspection.

Why the Permit Matters

A permit isn't just a formality. It creates an official record that your installation was inspected and meets Florida Building Code. Without a closed permit, you may face issues when selling your home, filing an insurance claim, or applying for your insurance discount. We close every permit — you receive a Certificate of Completion when the final inspection passes.

01

Application Prepared

We prepare the full permit application including product specs, NOA documentation, site plan, and scope of work.

02

Submitted to Building Department

We submit to your local building department — Palm Beach County, Martin County, St. Lucie County, or Broward County — and track the review.

03

Permit Issued

Once approved, the permit is issued and posted at your home on installation day as required by law.

04

Final Inspection

After installation, we schedule the building department's final inspection. You need to be home, but it's quick — typically 15–20 minutes.

05

Certificate of Completion

Once the inspector signs off, you receive your Certificate of Completion — the document your insurance company needs to apply your premium discount.

Permit review times vary by county. Palm Beach County typically reviews within 2–4 weeks. We submit your permit application at the same time we place your product order so the two timelines run in parallel.
